After World War II, Geoffrey Warner (The Grey Raven), Reginald Davis (Blaze), and Paul Braddock (Sparrow) spearheaded a campaign to bring heroes together iin Chicago, striking a contract with the city and giving birth to the first organization of its kind.

 

Now, in 1962, Warner and C.O.W.L. face their fiercest foe yet – a disillusioned public. In taking down the last great villains, members of C.O.W.L. must prove their value to the world and each other, while staving off new threats from both inside and outside their offices.
